Legislative Fellows Program

American Councils Armenia invites eligible young legislative professionals to submit online applications by November 11, 2011 for the Legislative Fellows Program, a short-term professional development exchange in the United States.
 
LFP affords promising young professionals from Armenia , Azerbaijan , Georgia , Moldova , Russia , Turkey , and Ukraine the opportunity to gain practical experience in, and exposure to, United States government. LFP will engage professionals who are actively involved in the legislative process and/or policy-making through their work in government, civic education organizations, citizen advocacy groups, political parties, or election monitoring organizations. The knowledge and interest of these young Eurasian professionals in American political processes will be expanded through short-term fellowships in state legislatures and city halls across the United States , as well as on Capitol Hill and in non-profit organizations that address policy issues. In addition, LFP enables Americans to travel on reciprocal visits.
 
LFP goals are to:
§         strengthen understanding of the U.S. legislative process;
§         enhance appreciation of the role of civil society and its engagement in the political process;
§         create partnerships between U.S. and foreign institutions; and
§         establish a common language to develop practical solutions for shared problems and concerns.
 
Each LFP fellow will spend a total of five to six weeks in the United States in spring 2012. The LFP provides round-trip international and domestic transportation, visa fee and processing costs, health and accident insurance, and modest stipend. Housing and meals will be provided for program participants with U.S. host families.
 
To be eligible for LFP, applicants must:
    ▪    be a citizen and resident of Armenia ;
    ▪    be 25 to 35 years of age at the time of application;
    ▪    be a college graduate (equivalent of a Bachelor's degree or higher);
    ▪    be proficient in English, as demonstrated by TOEFL scores over 500 (paper test) or its equivalent (for example, university-level study in an English-speaking program or IELTS band 6 or higher). If applicants have none of these and are selected as a semi-finalist, they will be given an institutional TOEFL exam;
    ▪    have relevant experience in and commitment to a career in the public sector of their home countries; and
    ▪    have demonstrated leadership and collaborative skills.

Spring 2012 Scholar’s Workshop at the University of California, Berkeley

The call for proposals is being solicited by the Institute of Slavic, East European, and Eurasian Studies (ISEEES) at the University of California, Berkeley (UCB), in collaboration with the Center for Advanced Study and Education (CASE) at the European Humanities University (EHU) and the Caucasus Research Resource Centers (CRRC). The workshop is funded by a generous grant from the Carnegie Corporation of New York.

What is the Scholar’s Workshop?
Four selected scholars in the social sciences and history from Armenia, Azerbaijan and Georgia will participate in a two-week workshop at UCB from April 1 to April 14, 2012. These “Carnegie Fellows” will undertake an intensive review of the key literature, theoretical approaches, and methods employed in a particular field of scholarship at UCB. Each Carnegie Fellow will work with a paired UCB faculty member and graduate student with knowledge of the Carnegie Fellow’s field theme to develop undergraduate and graduate syllabi and teaching materials, explore innovative teaching and research techniques and technologies, and prepare a field survey (with a literature review). The language of the workshop will be English.

Airfare, hotel, and meal expenses will be paid for by ISEEES. In addition, ISEEES will either pay for or reimburse each Carnegie Scholar for up to $600 in expenses relating to purchasing, copying, and posting teaching materials. ISEEES will provide letters of invitation, but each Carnegie Fellow will be responsible for obtaining and paying for a U.S. visa.

OSI Central Asia and Caucasus Research and Training Intitative: 2011 Junior and Senior Fellowships

The International Higher Education Support Program (HESP) promotes the advancement of university teaching and learning in the humanities and social sciences throughout the region of South-East Europe and Eurasia. As part of HESP’s effort to promote the internationalization of scholarship and development of indigenous capacities for independent and critical academic work in the region, the Central Asia and Caucasus Research and Training Initiative (CARTI) provides support, training and networking tools for original research by young university-based academics in their home academic environment. The program seeks to assist the motivated young academics in crucial early stages of their careers to gain critical competence with the foundational and current scholarship and active involvement in international intellectual exchange and debate in their subject areas. With the support of CARTI, the Fellows engage state-of-the-art resources, theories, methodologies and approaches to their research and teaching in the subjects and areas of importance to the academic and social development in their home countries. CARTI is committed to enrichment and innovation in higher education in the humanities and social sciences and emphasizes the significance of original and critical scholarly work in the development of university teaching and curricula.
 
CARTI Junior Fellowships support the individuals in early stages of their formal Doctoral studies (such as aspirantura) and focus on development of ideas and skills for original academic research. Junior Fellowships provide a medium for testing and challenging the theories, methods and assumptions in the core of the individual research agendas, while at the same time guiding and assisting the Fellows in their first independent research efforts. Senior Fellowships are available to young scholars who have recently received their first Doctoral (e.g. Candidate of Science) degrees. The Fellowships support innovative and critical research agendas and development of international research and teaching partnerships with special emphasis on presentation of scholarly work and integrating the new scholarly thinking and outcomes and experience of research into teaching.
 
Through its mentoring scheme, CARTI helps to establish and supports active direct collaboration of Fellows with advanced International Scholars engaged in the studies and teaching on the similar subjects. The program offers training opportunities to help Fellows develop competence with theoretical debates and research design and methods in their academic subject areas and broaden venues for peer discussion, feedback and collaboration on the regional and international levels. 
 
A typical term of CARTI Fellowship support is 24 months. The support package covers the purchase of and access to research and teaching materials and resources, equipment, funding for research activities, exchange visits between the Fellow and the International Scholar (including full funding for a Fellow's academic visit to the home university of the International Scholar for the duration of an academic semester), development of teaching materials and a stipend.
 
All Applicants for CARTI Fellowships must be citizens and residents of the following countries: Afghanistan*, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan* and Uzbekistan.
*The requirement of formal registration with a Doctoral Program may be waived for applicants from Afghanistan and Turkmenistan. Confidence Building in the South Caucasus – a joint initiative of the Robert Bosch Stiftung and the Black Sea Trust

The Robert Bosch Stiftung and the Black Sea Trust for Regional Cooperation of the German Marshall Fund (BST) are launching a new, joint funding initiative to support confidence building activities of non-state actors in the South Caucasus and its neighboring regions. Both partners are convinced that civil society can make a valuable contribution to the process of confidence building, mutual understanding and reconciliation between populations in territories involved in (armed) conflicts. This is a new initiative designed to encourage grantees to investigate new ways, methods and approaches to generating mutual understanding.

1. Program Description

The projects should be initiated by civil society organizations, who can successfully involve various population groups from the region in their projects' activities. Organizations requesting grants must be legally registered in one of the following countries: Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russia, Turkey, Ukraine. The involvement of additional partners (especially those from the EU) is possible and welcome.

Projects working in the following areas would be especially appreciated:

- cross-border initiatives for youth;
- approaches to political and civic education;
- approaches to reconciliation and peace that incorporate experiences from history and convey them to the younger generation;
- the role of media in overcoming stereotypes.
A special emphasis is placed on multilateral initiatives and those that reach out to the neighboring countries - Russia and Turkey.
Projects should be exemplary and make use of novel and innovative means of building trust. The grants provide up to 35 000 USD (about 25 000 EUR), multilateral projects can in special cases exceed that amount. The projects must be completed by June 30, 2012 and reported to BST within two months of the project's completion. The maximum duration of the project should not exceed 10 months.

2. Application

The entire program administration is carried out by the BST on behalf of both partners.Application forms and all other documents (for narrative and financial reporting) will be provided by the BST website (http://www.gmfus.org/cs/blacksea). Applications and reports are to be submitted in English only. Decisions about selection and funding of the submitted projects will be taken jointly by representatives of both donors. A grant letter to the selected projects will be issued by the BST by September 2011.

International Summer School  "Geopolitics of Resources"

10-24 July 2011

- organized by the Otto-von-Guericke University in Magdeburg in cooperation with the OSCE Academy in Bishkek;

The International Summer School "Geopolitics of Resources" will explore political, economic, social and environmental dimensions of conflicts over water, oil, and gas in South Caucasus and Central Asia. The central question of the summer school is whether natural resources that bind the countries of these regions together but often serve as a source for tensions can lead to regional cooperation. The format of the summer school will be a mixture of lectures and seminars in the mornings as well as additional workshops on negotiation and communication skills in the afternoons. Students will also have a possibility to participate in the simulation game. The aim of this exercise is not only to provide students with the opportunity to practice decision-making skills, but also to offer them a change of perspective, thereby gaining a better understanding of factors and dynamics involved in conflict situations.

Call for Applications: Regional Competence Building for Think Tanks in the South Caucasus and Central Asia

The Norwegian Institute of International Affairs (www.nupi.no) is pleased to announce a project supported by the Norwegian Ministry of Foreign Affairs: Regional Competence Building for Think Tanks in the South Caucasus and Central Asia.

The aim of the project is to further strengthen the capacity of regional think tanks to operate as arenas for rigorous and independent analysis and to participate in political debate (both domestically and internationally). The project will sponsor selected researchers’ participation in two training/networking events and will award research grants (25,000 NOK) to selected researchers.

The project includes an advanced training workshop in Almaty (24-27 June 2011) and a concluding 2-day seminar in November 2011 (in Oslo, exact dates to be confirmed). Participation in the workshops is mandatory. Please do not apply this year if foreseeable work or personal commitments may prevent you from attending the Almaty workshop.

The research grant is to be used to carry out conceptually and methodologically rigorous original research on a proposed topic related to policy challenges facing participants’ home countries (including but not limited to: governance, environmental issues, poverty, effects of globalization on countries in the region, energy issues, regional cooperation, foreign policy). Projects dealing with domestic issues are strongly encouraged although topics relating to international politics may also be considered. Applicants are expected to design research projects that will provide new empirical data and policy-relevant insights.

Selected applicants must submit the results of this research in a 15-20-page policy report (in English or Russian) to the project organizers by 17 October 2011 for peer-review. Revised reports must be publicized in individual countries by participating think tanks during October/November 2011.

The project will involve up to 28 project participants from Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan andUzbekistan. We strongly encourage female researchers to apply. Selection will be based purely on the quality and merit of the proposed research and the credentials of the applicant. Applicants should have at least a master’s degree or equivalent.

To apply for the project, individual researchers should fill out the application form (below) in either English or Russian. Application materials should be sent as one integrated word or pdf document (including a one-page CV).  The entire application must not exceed three pages.

Call for Applications: Carnegie Research Fellowship Program

CRRC is happy to announce the Carnegie Research Fellowship Program (CRFP) for the 2011-2012 academic year. The program offers exceptional research opportunities in the United States for scholars from the South Caucasus. The Carnegie Research Fellowship Program (CRFP) is administered by the National Council for Eurasian and East European Research (NCEEER) in collaboration with the American Councils for International Education: ACTR/ACCELS (American Councils) and the Caucasus Research Resource Centers (CRRC).
 
Specifically, scholars in the social sciences and the humanities may apply for individual, non-degree research opportunities at universities and institutes in the United States. The program is directed at advanced researchers that already have a demonstrated track record in research. The research period lasts up to a full semester (4 months), starting either September 2011 or January 2012.
 
Individuals who are eligible to participate in the fellowship program:
 
• Citizens of Armenia, Azerbaijan, and Georgia.
• Applicants whose proposals relate to the following themes: The South Caucasus: Life in Transition
• Advanced graduate students, university faculty and scholars at any stage in their careers who have not recently conducted research projects at U.S. institutions.
• Scholars who hold a "Kandidatskaya" degree or higher, or who are working towards a "Kandidatskaya" degree at the time of application.
• Scholars who have publications (advanced graduate students may cite papers presented at academic conferences) in a particular field.

Regional Seminar for Excellence in Teaching

The International School of Economics at Tbilisi State University (ISET) invites full-time economics faculty from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan to participate in a three‐year professional training and development program. All costs, including participants’ travel and accommodation, will be covered by Higher Education Support Program of the Open Society Institute. English is the working language of the program.
 
Program Description
This three year program will focus on the theory and practice of industrial development, drawing on recent theoretical and empirical research in international trade, economic geography and international macroeconomics. The main objectives of the program are to allow participants to improve and develop their existing teaching portfolio, and to allow them to introduce new advanced courses. The program will also allow participants to improve their own research and to build professional networks among junior economic faculty and economics departments in the South Caucasus, Central Asia and Eastern Europe. The program will be taught by regional and international faculty who will introduce junior faculty from the region to a broad range of models, empirical methods and applications and practical policy issues.
 
During the first year, our treatment of the subject will be at the advanced undergraduate level. It is expected that any initial gap in knowledge would have to be closed during an intensive self-study phase prior to the first face-to-face meeting in July 2011. The meeting itself will combine master classes with group work, facilitating longer term research and pedagogy-focused collaboration among peers. In years two and three the same set of issues will be discussed at a higher level of sophistication, introducing more advanced theoretical and empirical tools.

America Engages Eurasia: Studies, Teaching, and Resources

A Summer Institute Sponsored by The National Endowment for the Humanities.

Building upon a successful NEH Institute of 2009 which dealt with
Russian-American cultural contacts, the 2011 institute examines the
evolution of America’s "academic" engagement with Eurasia (defined here
as including Eastern and Southeastern Europe, Russia/ the Soviet Union,
Central Asia, and the Caucasus) from the 19th century down to the
present. The historic personalities, institutions, organizations, and
research resources that collectively constituted the foundation of
Eurasian studies in America will be considered within the broad
framework of the geopolitical relations of America and Eurasia over more
than 150 years.

The Institute’s Principal Investigator Timothy Frye, and Co-Directors
Edward Kasinec and Robert Davis hope also to suggest a more broadly
applicable paradigm of area studies development in the United States
(for Middle Eastern, East Asian, African, Latin American studies, etc.),
suggesting avenues of comparative research.

Twenty-five undergraduate faculty, research librarians, curators, and
museum educators will participate in sessions led by distinguished
educators and professionals. Participants will have a hands-on
opportunity to work with the unparalleled material and academic
resources of Columbia University and the city of New York.

ArtsLink Residencies program for artists (dance, music, theater and literature) from eastern Europe and Eurasia

The ArtsLink Residencies program offers artists and arts managers from Eastern and Central Europe, Russia, Central Asia and the Caucasus a five-week residency at an established, non-profit arts organization in the US. Host organizations are selected by CEC staff from an application process open to US non-profit organizations from all fifty US states. Applicants do not need to have any contacts with organizations in the US to apply for this program.

For the 2011 Residencies Program, ArtsLink will accept applications from artists and arts managers working in dance, music, theater and literature.

ArtsLink Residencies provide artists and arts managers with a unique experience relevant to their professional and creative goals. Residencies incorporate the visiting professional into the host organization's activities and provide interaction with local artists and organizations.

Guidelines for Applications

Eligibility

For the December 1, 2010 deadline, ArtsLink will accept Residencies applications from contemporary artists working in music, dance, theater, or literature and from arts managers and presenters at independent, non-profit and government organizations working in these artistic
disciplines. Applicants must be citizens of, and currently reside in, an eligible country. If you are living outside the region temporarily, contact ArtsLink staff to determine your eligibility. There are no age limitations. Applicants must have sufficient knowledge of English to function independently while in the US.

Undergraduate students, amateurs, and scholars are not eligible. Arts managers must be affiliated with an arts organization in the non-commercial sector. Artists seeking placement in commercial firms are also ineligible. ArtsLink Fellows from prior years are ineligible.

Review Criteria

All ArtsLink applications will be evaluated by an independent interdisciplinary review panel comprised of US arts professionals based on the following criteria:

*        Artistic or professional excellence of the applicant's work
*        Extent to which working in a US arts organization is consistent with the applicant's artistic vision, creative goals and professional development
*        Benefit to the applicant, at this time in his/her career, from interaction with US artists and audiences
*        Quality and feasibility of mutually-beneficial exchange with the hosting organization
*        Applicant's plans for sharing the benefits of the exchange with artists and institutions in his/her home country
*        Applicant's ability to meet cross-cultural challenges successfully

The selection process is extremely competitive and applicants should anticipate a highly rigorous review of their work. Applicants are advised to submit recent quality work samples on CDs and/or DVDs. Please follow carefully the instructions for submitted work samples in the
application. Applicants should make sure their work is properly labeled and that all work samples are fully and succinctly described on a separate sheet. Applications that do not include required materials will not be considered.

Schedule

ArtsLink Fellows are expected to participate for a six-week period from early October to mid November 2011. All participants - both applicants from Eastern and Central Europe, Russia, Central Asia and the Caucasus and US host organizations - must be able to accommodate this residency schedule.

The Residency includes two short sessions in New York City for all ArtsLink Fellows to meet with each other and with ArtsLink staff: one prior to the residency to orient the Fellows to the residency program and one at the conclusion to share residency experiences. The opening and closing sessions offer an important opportunity for ArtsLink Fellows to interact and strengthen contacts with colleagues in Eastern and Central Europe, Russia, Central Asia and the Caucasus.

Placement Process

Applicants who have been selected by the review panel are placed by ArtsLink staff at arts organizations across the US that can provide a residency experience appropriate to each candidate's professional skills and goals. The candidate's professional interests and contacts are carefully evaluated to ensure the best available opportunity for each ArtsLink Fellow. While we take Fellows' geographical and organizational preferences into consideration, Fellows should be prepared to fulfill their residency in any of the fifty US states.

*        Establish mutually beneficial exchange of ideas and expertise with US artists and organizations and with colleagues from Eastern and Central Europe, Russia, Central Asia and the Caucasus during ArtsLink Fellow meetings

Financial Arrangements

ArtsLink Residency awards are made to the US host organization to cover the living and working expenses for the five-week residency. Airfare, visa expenses, health insurance, and food and lodging during the opening and closing sessions in New York are also provided by CEC ArtsLink.

We are looking for a talented individual who will work closely with  the Projects Director Eurasia Programme and Projects Support Officer  as well as with wider Eurasia team to both implement existing  programme commitments and develop new programming opportunities around  the Nagorno-Karabakh conflict and on regional peacebuilding  initiatives in the South Caucasus. In particular, the post holder will  work at a high level with political, civil society and business  leaderships, nurturing strategic partnerships and crafting programme  strategy at the track 1.5 Level. Some of this work will reach beyond the South Caucasus. The Senior Adviser will contribute to the International Alert's work in Kyrgyzstan and in other parts of Central Asia.

Educated to degree level (in social sciences or related field), you will have at least 5 years' experience of working at senior level in an international environment related to peacebuilding and of working in the South Caucasus on peacebuilding initiative/s, with a focus on the Nagorno-Karabakh conflict.  Experience managing high level relationships, including with donors, international organisations and authorities is also essential.

You will be fluent in English and Russian South Caucasus, with knowledge of Central Asia and wider Former Soviet Union region and the political, social and cultural context.

OSI Central Asia and Caucasus Research and Training Initiative
2011 Junior and Senior Fellowship

The International Higher Education Support Program (HESP) is committed to the advancement of higher education in the humanities and social sciences throughout the region of South-East Europe and Eurasia . As part of HESP’s effort to promote the internationalization of scholarship and development of indigenous capacities for independent and critical academic work in the region, the Central Asia and Caucasus Research and Training Initiative (CARTI) provides support and training for original research by young university-based academics in their home academic environment. The program targets the scholars in the early stages of their postgraduate training and recent graduates of doctoral programs in the post-Soviet countries of South Caucasus and Central Asia, Afghanistan and Mongolia . CARTI seeks to assist the motivated young academics who are in crucial early stages of their careers to gain critical competence with the foundational and current scholarship and active involvement in international intellectual exchange and debate in their subject areas. With the support of CARTI, the Fellows engage state-of-the-art resources, theories, methodologies and approaches to their research and teaching in the subjects and areas of importance to the academic and social development in the region. CARTI is committed to enrichment and innovation in higher education in the humanities and social sciences and emphasizes the significance of original and critical scholarly work in the development of university teaching and curricula.

CARTI Junior Fellowships support the individuals in early stages of their formal Doctoral studies (such as aspirantura) and focus on development of ideas and skills for high-quality research work. Junior Fellowships serve as medium for testing and challenging the theories, methods and assumptions in the core of the individual research projects, while at the same time guiding and assisting the Fellows in the first independent large-scale research efforts. Senior Fellowships are offered to young scholars who have recently received their Doctoral (e.g. Candidate of Science) degrees. The Fellowships support the advancement or revision of their research agenda and development of international research and teaching partnerships with special emphasis on presentation of scholarly work and translating/incorporating the outcomes and experience of research into teaching.

Through its mentoring scheme, CARTI helps to establish and supports active direct collaboration of Fellows with advanced International Scholars engaged in the studies and teaching in the similar subjects. The program offers training opportunities to help Fellows develop competence with foundational theories and methodologies in the disciplines and thematic areas of their academic work and venues for peer feedback, discussion and collaboration on the regional and international levels. 

The typical term of CARTI Fellowship support is 24 months. The support package covers the purchase of and access to research and teaching materials and resources, equipment, funding for research activities, exchange visits between the Fellow and the International Scholar (including full funding for a Fellow's academic visit to the home university of the International Scholar for the duration of an academic semester), development of teaching materials and a stipend.

UC Berkeley Scholars Workshop
October 30 - November 13, 2010


The Institute of Slavic, East European, and Eurasian Studies (ISEEES) at the University of California, Berkeley (UCB), in collaboration with the Caucasus Research Resource Centers (CRRC), is soliciting proposals from scholars in the Social Sciences and History from Armenia, Azerbaijan, and Georgia to participate in a two-week workshop at UCB from October 30 to November 13, 2010. The workshop is funded by a generous grant from the Carnegie Corporation of New York .

A total of four scholars from the South Caucasus (“Carnegie Fellows”) will be brought to UCB for an intensive review of the key literature, theoretical approaches, and methods employed in a particular field of scholarship. Each Carnegie Fellow will work with a paired UCB faculty member and graduate student with knowledge of the Carnegie Fellow’s field theme to develop undergraduate and graduate syllabi and teaching materials, explore innovative teaching and research techniques and technologies, and prepare a field survey (with a literature review) for use by other Carnegie Fellows and scholars from the South Caucasus. The language of the workshop will be English.

Airfare, hotel, and meal expenses will be paid for by ISEEES.  In addition, ISEEES will either pay for or reimburse each Carnegie Scholar for up to $600 in expenses relating to purchasing, copying, and posting teaching materials. ISEEES will provide letters of invitation, but each Carnegie Fellow will be responsible for obtaining a US visa with assistance from the local CRRC offices in Baku , Tbilisi , and Yerevan .

    •    Scholars who hold a "Kandidatskaya" degree or higher

Call for project ideas - Unbiased E-Media coverage in Armenia and Azerbaijan

Eurasia Partnership Foundation (EPF) with support from British Embassies in Yerevan and Baku implements a project entailed Unbiased E-Media coverage in Armenia and Azerbaijan. The project aims to contribute to accurate and unbiased reporting of the bilateral relationship between Armenia and Azerbaijan and the Nagorno-Karabakh conflict, especially in the online media and blogosphere.

As a part of the project we plan to fund innovative cooperation projects between journalists and bloggers from Armenia and Azerbaijan. Hence, EPF announces an open call for proposals looking for creative people with interesting ideas to take part in this initiative. Based on proposal review results, up to 15 ideas/people from each country will be selected to participate in a Social Innovation Camp in Tbilisi (Fall 2010) where they will be able to establish links and build networks with Azerbaijani counterparts. Transportation and accommodation costs will be covered by EPF. Projects will be selected by international expert panel.

Criteria for the projects:

- Projects should be bilateral (Armenia-Azerbaijan )
- Projects should be Internet based
- Projects should be innovative but feasible
- The budget of each project should not exceed 1500 USD

Criteria for participants
- Participants should be acting journalists (also writing on the web) or bloggers

- Participants should take part in two meetings in Yerevan and Tbilisi 
- Participants should be interested in cooperation with the other side

Carnegie Research Fellowship Program

CRRC is happy to announce the Carnegie Research Fellowship Program (CRFP). The program offers exceptional research opportunities in the United States for scholars from the South Caucasus.

Specifically, scholars in the social sciences and the humanities may apply for individual, non-degree research opportunities at universities and institutes in the United States. The program is directed at advanced researchers that already have a demonstrated track record in research. The research period lasts up to a full semester (4 months), starting either September 2010 or January 2011.

Individuals who are eligible to participate in the fellowship program:

∙ Citizens of Armenia, Azerbaijan, and Georgia.
∙ Advanced graduate students, university faculty and scholars at any stage in their careers who have not recently conducted research projects at U.S. institutions.
∙ Scholars who hold a "Kandidatskaya" degree or higher, or who are working towards a "Kandidatskaya" degree at the time of application.
∙ Scholars who have publications (advanced graduate students may cite papers presented at academic conferences) in a particular field.
∙ Scholars who have a level of proficiency in written and spoken English that is sufficient to conduct independent research and engage colleagues.
∙ Scholars who are able to receive and maintain a United States J-1 visa.
∙ Scholars who are able to begin the CRFP in the United States in September 2010, or January 2011.
